学校坚持开放办学，内涵发展，注重与国内外高校和科研机构的学术交流与合作。目前与美国福特海斯州立大学、布莱恩特大学，乌兹别克斯坦塔什干国立农业大学、白俄罗斯国立经济大学等国外高校签订合作框架协议；与台湾首府大学等港澳台5所高校确定了合作关系；建立高层互访交流平台、创新合作与交流机制、建立高水平实质性教学、科研项目。同时，根据学校实际，本着突出重点，务求实效的原则，将白俄罗斯作为密切合作的重点伙伴。在省教育厅的大力支持下，2018年6月，我校与白俄罗斯国立经济大学签署了合作办学协议，双方就学科专业建设、教师培训、学生联合培养、中白文化交流等方面达成共识。同年8月我校俄语专业18名学生作为第一期联合培养生赴白俄罗斯国立经济大学进行了为期一年的专业学习，取得了良好的效果。2019年8月我校第二批16名联合培养生已在该校顺利就读。2020年第三期联合培养生20名同学原计划于8月赴白学习，但受新冠疫情和白政局影响，经双方友好协商，暂缓派出。双方教师共同编写联合培养教材工作进展情况良好。同时，双方还举办了两期师生赴白研学夏令营，积极开展中白文化交流；学校三次组团赴白俄罗斯进行访问交流，就进一步扩大和深化合作密切沟通，取得了积极成果，成为西部高校与白俄罗斯高校合作办学最务实的院校之一。

2019年甘肃省白俄罗斯研究院成立后，我校高度重视 “中白高等教育研究所”筹建及建设工作，在2020年6月挂靠我校教师教育学院成立河西学院“中白高等教育研究所”。我校先后聘请来自美国、俄罗斯、英国、新西兰、澳大利亚等国家的长期文教专家140人来校工作，有三人获得甘肃省外国专家“敦煌奖”。邀请美国、德国、澳大利亚等国家79名高水平科技专家来校进行讲座和短期学术交流。学校被授予“甘肃省引进国外智力先进单位”荣誉称号。 2021年，我校荣获中国教育国际交流协会“美中友好志愿者项目优秀院校”称号, 随着国际交流的不断深入，近年来共吸引了来自欧洲、中西亚等10个国家的78名学生在我校学习深造。2018年，学校成立“中西亚青年国际学院”，留学生工作走上了规范化、规模化发展之路。

International Exchange and Cooperation Office

Our university insists on running a school openly and internal development, and focuses on academic exchanges and cooperation with domestic and foreign universities as well as research institutions. At present, we have signed cooperation framework agreements with Ford Hays State University and Bryant University in the United States, Tashkent State Agricultural University in Uzbekistan, Belarusian State University of Economics and other foreign universities. Besides, we have established cooperation relationships with five universities in Hong Kong, Macao and Taiwan, including Diwan University; we have established platforms for high-level mutual visits and exchanges, innovative cooperation and exchange mechanisms, and high-level substantive teaching and research projects. At the same time, according to the actual situation of the university, Belarus is taken as a key partner for close cooperation based on the principle of highlighting priorities and seeking practical results. With the strong support of the Provincial Department of Education, in June 2018, our university signed a cooperation agreement with the Belarusian State University of Economics, and the two sides reached a consensus on the construction of disciplines and specialties, teacher training, joint training of students, and cultural exchanges between China and Belarus. In August of the same year, 18 Russian major students went to Belarusian State University of Economics for one-year professional study as the first batch of joint training students, and achieved good results. 16 students of the second batch of our joint training students have been successfully enrolled in the university in August 2019. 20 students from the third batch of joint training students in 2020 were planned to study in Belarus in August, but due to the impact of the COVID-19 and the political situation in Belarus, and the impact of the political situation in Belarus, the 20 students was postponed after friendly negotiations between the two sides. The teachers from both sides are making good progress in preparing joint training materials. Meanwhile, we also held two summer camps for teachers and students to study in Belarus and actively carried out cultural exchanges between China and Belarus. We organized three delegations to Belarus for visits and exchanges, communicated closely on further expanding and deepening cooperation, and achieved positive results, becoming one of the most practical institutions for cooperation between western universities and Belarusian universities.

After the establishment of Belarusian Institute of Gansu Province in 2019, we attach great importance to the preparation and construction of "China-Belarus Institute of Higher Education", and set up the "China-Belarus Institute of Higher Education" in June 2020 from the School of Teacher Education of the university. We have hired 140 long-term experts from the United States, Russia, the United Kingdom, New Zealand, Australia and other countries to work in the university, and three people have won the "Dunhuang Award" for foreign experts in Gansu Province. We invited 79 high-level science and technology experts from the United States, Germany, Australia and other countries to give lectures and short-term academic exchanges. Our school was awarded the honorary title of "advanced unit of introducing foreign intelligence in Gansu Province". In 2021, the university was awarded the title of "Outstanding Institution of U.S.-China Friendship Volunteer Program" by the China Education Association for International Exchange, and 78 students from 10 countries in Europe and Central and West Asia have been attracted to study at the university in recent years. In 2018, the university established the "Youth International Academy of Central and West Asia", and our international students work become standardized and developed in large-scale.
