河西学院外籍教师工作须知(Hexi University Foreign Teachers' Information Guide)

欢迎各位外籍教师来河西学院工作,敬请注意以下有关事项并遵守相关规定,谢谢合作。

学院对外交流合作处负责外教的日常管理工作,并为外教提供工作、生活上的帮助。

 

一、日常管理

1.手续办理

外籍教师入校后,在五日内需将个人健康证(体格检查表)、护照、简历、毕业证复印件、两寸彩色照片10张交对外交流合作处,以便及时办理外籍专家证/教师证、居留许可证等。

1)外国人居留证

此证为甘肃省公安厅出入境管理处所发,确保长期在中国工作的外籍人士和家属得以合法居留,是所有证件中最重要的证件。请各位外籍教师及家属妥善保管,并记住其有效期,以确保在有效期内离开中国或办理延期。

请各位外籍教师在外出时,携带护照和居留许可的复印件,将原件放在家中妥善保管。在离开张掖赴外地时,请各位外籍教师务必带齐护照。

2)外籍教师/专家证

由甘肃省外专局发放,以证明在华工作的外籍教师身份。属于重要证件,请妥善保管。平常不必带于身上,防止遗失。此证有下列用途:在去中国银行工资换汇时,必须携带此证;办理居留证延期时,必须出示此证。

3)再入境签证

在工作期间,若外籍教师需离境(包括香港和澳门),后仍需返回中国工作,请务必办理再入境签证,以确保能返回。签证所需材料:(1)护照 2)签证申请表 3)照片两张(4)居留证复印件

4)照片

在办理居留许可的任何手续,以及再入境签证时,请交纳两张彩色两寸照片。请各位外籍教师平常多准备照片,以备用。

5)费用

一般,各位外籍教师的工作证件(含外国人的居留许可、外籍教师/专家证)费用由学校承担,体检费用自理。

6)外籍教师工作期满离任时,须将外籍教师/专家证等交回学校对外交流合作处。

2.工资发放

外籍教师工资每月7日前后发放。第一个月工资由对外交流合作处相关人员带外籍教师到相关银行办理工资领取卡(中国建设银行借记卡)。以后请于每月8日以后凭工资卡领取工资。此卡可在张掖任何一家建设银行存取钱。

3.住宿管理

1)学校提供免费公寓一套,配有完备的生活用具、家用电器及办公设备。入住后,由对外交流合作处派人按公寓配备清单当面清点移交,由外籍教师签字后使用。外籍教师离任时,对外交流合作处派人将公寓内所有物品按原清单检查验收,若有短缺或人为损坏的物品需按原价格赔偿。所住公寓未经对外交流合作处同意,不得随便调换。

2)外籍教师在校工作期间,有朋友或同行来访,原则上不允许随意留宿公寓,若遇特殊情况,需向外事部门申请登记后方可留宿。

3)房间已安装直拨电话,外籍教师入住后,经对外交流合作处同意后方可申请开通国际长途,其使用的电话费用由个人自理,请于每月20日去学校电信局收费点交纳上月电话费。离任时须交清全部电话费用。计算机接入校园网,可自由访问INTERNET

4.安全管理

1)外籍教师到任后,已购买国际保险者,将保险复印件交外事办公事一份。未购买保险者,必须购买一份在校工作期间的人身意外伤害保险或医疗保险,由外事部门协助办理,费用自理。

2)在校期间外出活动时(指节、假日、寒暑假到张掖以外参观活动、参观、旅游或探亲访友等),必须书面向外事部门报告活动时间、地点等。

3)公寓内请注意水、电及液化气的安全使用。房间配有防火灭火器。

5.其他

1)为工作方便,您所工作的学院给每位外籍教师配备合作老师一人,教学工作有关问题请与合作老师或学院联系(外国语学院联系电话:0936-82820570936-8282056)。

2)外籍教师在生活、学习、工作中如需其他帮助,可向对外交流合作处联系,对外交流合作处将乐于帮助您解决困难(对外交流合作处联系电话:0936-8284877)。

 Instructions for Foreign Teachers

Dear foreign teachers, thanks for your services at Hexi University, The following instructions are for your work at this university. Please read them carefully and are besure to abide by them. Thank you for your cooperation.

 

I. Day-to-day Management

1. Formalities:

Please deliver your Health Certificate (Medical Examination Form), passport, resume, a copy of your diplomas and ten recent two-inch frontal color photos to the International Exchanges and Cooperation Office, within five days after your arrival at our university for the immediate application of your Expert Residence Permit, Foreign Expert Certificate, and other required documents.

The International Exchanges and Cooperation Office is responsible for handling all your relevant documents. Typically, a long term foreign expert should have the following documents.

(1) Foreigner Residence Permit

This document will be issued by the Exit-Entry Administration Section of Gansu’s Provincial Bureau of Public Security. This permit ensures the legal residence of a foreigner working for a long term in China and his or her family members, and it is one of the most important documents. Please take good care of it, and keep in mind its terms of validity to make sure you will leave China or apply for an extension before it expires.

Please carry a copy of your passport and your residence permit and keep their originals safe at home when you go out. And remember to bring along the originals of both if you leave Zhangye.

(2) Foreign Expert Certificate

This document will be issued by The Gansu Provincial Foreign Experts Affairs Bureau. It is an important document to prove your identity as a foreign expert working in China. You don’t have to carry it every day and please do take good care of it. You will need this document for currency exchange transactions at any Chinese bank and when you apply for the extension of your Residence Permit.

 (3) Re-entry Visa

Please apply for a re-entry visa if you need to return after you leave mainland China (Including Hong Kong or Macau) during your stay. The following will be needed for your re-entry visa: (1) Passport; (2) Visa Application Form; (3) two photos; (4) a copy of the Residence Permit

(4) Photos

Two copies of 2-inch photos are required for the application of your residence permit or re-entry visa. Please prepare several copies just in case.

(5) Fees and Charges

Our university will handle the application of your work documents including your Foreigner Residence Permit, Foreign Expert Certificate, and Hexi University Employee Certificate. The fees are covered by the school (see original), but the charges for the medical examination will be at your own expense. Please pay the required charges before you ask the International Exchanges and Cooperation Office to handle the application of your documents. Fees and charges will be settled and their invoices will be handed to you when you pick up your documents.

(6) Your Foreigner Residence Permit, Foreign Expert Certificate, and other required documents, must be turned in to the International Exchanges and Cooperation Office before your departure.

2. Payment of Salary

The salary of a foreign expert is paid around the 7th of each month. You will apply for a salary card (a debit card issued by China Construction Bank) accompanied by a staff member of our office for your first month’s salary. Thereafter, you can withdraw your salary with your card after the 8th of each month. With your bank card, you can deposit or withdraw money at any branch of the China Construction Bank in Zhangye.

3. Accommodation Management

(1) You will be provided free of charge with an apartment for equipped with a complete set of kitchen wares, electrical appliances and equipment needed for your work and study. You and a staff member of the Foreign Exchanges and Cooperation Office will check and confirm each item, and you will be required to sign before your occupancy and use. The Office will also check them before your departure, and you will be required to pay for any loss of or damages. Changing apartments without prior consent of the Office is not allowed.

(2) Visiting friends or colleagues are not allowed to stay overnight at your apartment unless you obtain permission from the Foreign Affairs Office and register in advance.

(3) Your apartment has been fitted with a direct dial telephone, and you can apply for international call service, if necessary. Telephone charges will be at your own expense, you may need to pay for the charges each previous month at the China Telecom branch before the 20th. Please settle all phone charges before you leave. You will have free access to INTERNET with the computer provided at your apartment, which also has access to our campus network.

4Safety Management

  Please deliver a copy of your insurance document to the Foreign Exchanges and Cooperation Office if you have applied for international insurance before arrival. Otherwise, you are required to apply for personal accident insurance or medical insurance, which cover your stay at our University, at your own expenses. Our Office will provide assistance for your application.

  Please report in writing the time, location, destination, and important information to our office if you plan for overnight during your stay at our University. For example, visiting friend or a relative outside of Zhangye on festivals, holidays, or on vacations.

  Please ensure the safe use of water, electricity, and gas. Your apartment is equipped with a fire extinguisher.

5. Further Information:

(1) The college in which you will work will assign a partner teacher to provide work related assistance. You may contact your partner teacher or the college if you need any help regarding in teaching (Tel. of the College of Foreign Languages & Literature: 0936-8282057, 0936-8282056)

 (法律法规)

 

学校在充分尊重外教的风俗习惯同时,请外教按我国的法律法规及学校规定做好以下工作:

1. 外教必须遵守中国的法律、法规、不干预中国的内部事务。

2. 尊重外籍教师的宗教信仰,但外教必须尊重中国的宗教政策。严禁外教在课堂、公寓、校外等场合举行与宗教有关的祈祷、洗礼等活动;严禁给学生及教职工进行宣教、传教行为,如有发现,可解除合同,至止出境。

3. 外籍教师必须尊重中国人民的道德规范和风俗习惯。

4. 外教必须遵守学校的工作制度和有关外国专家的管理规定,接受学校的工作安排、业务指导、检查和评估。未经学校同意,不得兼任与学校无关的其它劳务。

5. 外籍教师在校工作期间不得以任何形式向社会或学生作涉及我国政治思想、社会状况、经济和科技秘密、特殊的生物资源,以及违反规定的调查。

6. 外籍教师如带领驻华外交人员、外国记者或旅游者进入学校,或介绍他们与学校职工、师生座谈,应征得学校同意。

7. 外籍教师外出24小时以上,应提前一周向学校国际交流合作处和教学系提出书面申请(含出行目的、日程安排、同行者,紧急联系人和电话)学校批准后方可离校。

8.如外籍教师项目组织集体活动,要求外教参加,外教或项目组织应提前一周告知教学系和学校国际交流合作处,以便学校安排外教的教学工作。

9.外籍教师利用节假日或寒暑假外出开会、活动,需向学校国际交流合作处报告外出地点、路线及返回学校时间;返回学校时,外教要电话向学校国际交流合作处报告。

10. 外籍教师因事请假、应提前向教学系书面请假,填写假条,经教学系和学校国际交流合作处签字准许后方可离校,所误课程返校后补上;同时返校后用电话向外事办销假。

11. 外籍教师因病不能上课,需请病假,先电话告知学校国际交流合作处,后补写假条,办理相关手续,所误课程如果需要,在病情痊愈后根据所在系情况及时间安排进行补课。

12. 外籍教师每年有24天的年休假(每月两天)。除紧急情况,外籍教师只能在学校的假期期间使用年休假,学校上课期间不许外教休假。如果外教的父母、子女或其他直系亲属病危或去世,外籍教师可申请紧急休假回家,经学校相关部门及项目单位批准后方可离校。

 Foreign Teachers Notices

Laws and Regulations

 

Foreign teachers’ are required to respect the local customs, and laws, and regulations. Foreign teachers should work within Chinese law and University regulations:

1. Foreign Teachers must abide by Chinese laws and regulations, and in no way interfere in China's Internal Affairs.

2. The Chinese people respect the religious beliefs of foreign teachers. Foreign teachers are entitled to take part in approved Chinese religious practices and meetings. It is prohibited for foreign teachers to proselytize students or baptize students.

Foreign teachers are permitted to meet with other foreign teachers for religious purposes.

NOTE this does not include Chinese Citizens.

If you do not conduct yourself as requested your contract may be terminated.

3. Teachers must abide by the administration and operational policies of the University and the Department they work in, which includes organizations, inspection, and evaluations.

4. It is not desirable for foreign teachers to accept additional paid work outside of the University. If a foreign teacher wishes to take a part time job, they must consult the International Office and the situation will be discussed and considered.

5. Foreign teachers are not permitted to carry out investigations involving China’s political ideology, social conditions, economic, scientific, or technological secrets, the special biological resources.

6. Foreign teachers who plan to host diplomatic personnel, foreign journalists, tourist, friends or family are required to notify the International Office prior to their arrival. Guests are not to engage in formal or informal discussions with faculty staff or students unless the International Office or Department has given consent.

7. The International Office requires all foreign staff to complete a leave form prior to any travel outside of Zhangye City or if a staff member plans to stay outside the university for longer than 24 hours. Written application must be made one week in advance and you will be required to provide information detailing the purpose of travel, scheduling, who you will be traveling with, emergency contacts and telephone numbers. You are required to always travel with your passports and work permit. It is recommended that you carry your passport even when traveling within Zhangye County.

8. If foreign teachers are required to participate in the collective activities or projects held by their organizations during the academic school year, the International Office must be informed. Applications must be made one week in advance so the Department can make the necessary arrangements to cater for the students in the teacher’s absence.

9. If foreign teachers are required to participate activities, meetings, training, or projects held by their organization during the holidays or the summer or winter vacation, the International Office must be informed. Applications must be made in advance detailing locations, routes, and date and time of return.

10. Foreign teachers who wish to apply for personal leave are required to complete a written application at least a week in advance, if possible. Staff are free to leave once signed permission is received from the Department Dean and the International Office. If personal leave is granted the teacher concerned will be required to ‘catch up’ all lessons after their return.

11. Foreign teachers must inform the Department Dean and the International office if they require sick leave. Foreign teachers may be required to ‘catch up’ on all lessons and work.

12. Foreign teachers receive 30 days vacation leave annually (two days per month). Except in the case of emergencies, foreign teachers will be required take this leave only during school holidays. Taking leave while school is in session is discouraged. If a foreign teacher’s parents, children or other immediate family member suffering serious illness or passes away, the foreign teacher can apply for emergency leave to return home and can leave after the approval of the Department Dean and the International Office.

 

     

(教学管理)

 

1、外籍教师到任后,外籍教师所工作的教学院系将给每位外教配备中方合作老师一人,负责教学工作及生活方面有关问题的联系。外国语学院主管外籍教师副院长李虎,联系电话: 0936-8283565,13519062636。学校在开学初召开外籍教师工作生活专题会,安排相关工作和要求。

2、外籍教师必须遵守学校的工作制度和有关外国专家的管理规定,应严格履行合同,不准迟到、早退,不得随意旷课、调课,请假需办妥相关请假及调课手续;未经允许,不得承担合同以外的校外教学工作。

3、教学院系统筹安排外籍教师教学工作任务,外籍教师不得无故拒绝。在每学期末,教学院系应与外籍教师协商下学期教学任务安排。

4、外籍教师应按照教学院系制定的教学计划、教学大纲和教材进行教学。具体教材的选用由教学部门和外籍教师协商决定;鼓励外籍教师引进国外比较先进的教材和辅助教材,外国专家所推荐的教材,凡符合我国法律规定而有利于教学的,经教学部门和教务处审核后应尽量采纳。

5、外籍教师领到教材后,在中方合作教师协助下,根据教学安排认真备课,提前撰写教学计划进度表、教案和讲义,经教研室主任审阅后方可施教;在教学过程中及时填写教师手册;学期结束后要求将教案、讲义、教师手册和听课记录交到教学院系。

6、外籍教师需认真及时填写各班教师手册,详细记录班级和学生考勤、成绩信息,完成教师手册中学期教学总结和教师记事。

7、在中方合作教师协助下,外籍教师严格按照所承担课程教学大纲进行考核、出卷和阅卷工作。外籍教师在学期初需及时了解该课程考核要求,按教学大纲要求进行平时、期中和期末考核和规范阅卷,学期末考核结束后将学生各项成绩及时录入教务处成绩管理系统,将各班试卷按要求装订并交回教研室。

8、外籍教师要接受学校及教学院系安排的工作,接受业务指导和对教学情况的检查、评估,接受学生对其教学质量的评估、同行和管理人员的听课以及指导教学实习活动的安排。

9、外籍教师每学期需听课10学时,可以参加学院组织的统一听课,也可以随机听课。听课时需完成听课记录及听课评价;外籍教师不得无故拒绝教学院系和教师对其听课,欢迎外籍教师参加教研室听课反馈活动,进行互评和交流。

10、外教上课和考试必须在规定的教学场所,不能把学生带回公寓上课或考试;需更换教室要提前在教学院系办理手续。

11、外籍教师应经常与教学院系管理层、合作教师或中方教师交换教学意见,探讨教学问题,要尽量参加由教学院系安排的以教学、科研为主的业务学习、学术会议、专题讨论、教学经验交流会等活动。

12外籍教师享受与中国教师相同的节假日休假,每周工作5天,休息2天。

 

Rules and Suggestions for Foreign Teachers

(About Teaching Activities)

 

1.      The department which the foreign teacher works for will assign each foreign teacher a Chinese counterpart. The counterpart is to help with teaching, living problems or inconveniences. The person in charge is Tiger, vice dean of the English Department. (Office phone: 8283565, Mobile phone: 13519062636). The school will arrange a conference to clarify tasks and requirements while living and working as soon as possible after the school semester begins.

2.      Foreign teachers must obey the rules and requirements of the school.  They must strictly follow the contract, and cannot skip or reschedule classes at will. They are not allowed to work for any other organizations without approval of the school.

3.      The textbook can be negotiated, and foreign teachers are encouraged to introduce advanced foreign textbooks on condition that they conform to Chinese laws, and benefit in their teaching.

4.      Foreign teachers should teach according to their lesson plan and syllabi. Text books can be chosen by the school and foreign teachers. The school encourages teachers to adopt useful and modern teaching. The school likes to use the books foreign teacher recommend.

5.      Foreign teachers must have prepared lessons before teaching. Teaching plans and outline must be written according requirements. Your teaching group will check what you have written these before teaching. You must give all your required paper work to the institute where you work at the end of the semester.

6.      There is a booklet for each class to record the students’ names, classes, grades, and attendance. The final grades of the students calculated will be 30% at ordinary times, 30% mid-exam and 40% for the final exam.

7.      For each semester, students are required to take two examinations: a mid-term and a final. For each exam, foreign teachers are expected to give two exam papers with answer keys, mark them, the results into the designated computer database. 

8.      The rules for correct teaching practices and for foreign teachers must be obeyed. Foreign staff should accept the assignments, guidance, inspection and assessment given by the university authorities. In addition, other temporary tasks are also included, such as class observation, student guidance, and teaching practice.

9.      Each teacher is asked to observe 10hours per semester of their colleagues’ classes. Recorder your comments in the designed booklet. It is asked to be turned in to the department after the semester ends

10.  Foreign teachers must give lessons or exams in the regular classrooms or exam rooms, not in their apartment.

11.  Foreign teachers are encouraged to exchange ideas with Chinese staff or counterparts about teaching issues, and try to participate, as much as possible, in activities forums, lectures, and, workshops organized by the relevant department.

12.   Please enjoy, like Chinese the staff, holidays, working 5 days a week and resting at weekends.
